(Minghui.org) A 58-year-old woman in Dalian City, Liaoning Province, was tried on December 23, 2025, for her faith in Falun Gong, a spiritual discipline that has been persecuted by the Chinese Communist Party since 1999.

Ms. Fang Caixia was arrested on June 23, 2025, while working at her employer’s home as a domestic aide. Over ten officers from the Qingniwaqiao Police Station and Zhongshan District Police Station, as well as Cao Xunbing (the deputy captain of the Domestic Security Office) and a police chief (from an unknown police station), were present during her arrest. The police targeted her after a surveillance camera recorded her putting up Falun Gong posters. She has been held at the Dalian City Detention Center (also known as Yaojia Detention Center to locals) since.

Ms. Fang’s son, Mr. Wu Qi, went to the Qingniwaqiao Police Station on July 16, 2025, demanding a copy of her detention notice and list of items confiscated from her, only to be arrested by officer Zhou Zheng and detained for nearly two hours. The police accused him of “colluding with overseas forces.” Officers Zhou and Cao intimidated him and searched his cellphone and a file folder he brought with him. They also threatened him not to report the incident to Minghui.org, or they would detain him for 15 days. Before releasing him, Zhou provided a copy of Ms. Fang’s detention notice, but not the list of confiscated items.

Mr. Wu and the lawyer he hired for his mother visited officer Cao the next day. Cao threatened to arrest and detain the lawyer just like Wang Quanzhang (a human rights lawyer who was detained for a period of time for representing Falun Gong practitioners). Cao also jabbed Mr. Wu with his fingers and threatened to “straighten him out.”

The lawyer visited Ms. Fang that afternoon. She told him that Cao verbally abused her many times and almost beat her. He also threatened to sentence her to a few years and that it was useless to hire a lawyer.

The Zhongshan District Procuratorate approved Ms. Fang’s arrest on July 30. Officer Cao deposed her around September 29 and attempted to deceive her into pleading guilty, promising to give her a lighter sentence if she complied.

The Zhongshan District Police Department formally submitted Ms. Fang’s case to the Zhongshan District Procuratorate on September 30. Prosecutor Chen Fang transferred the case to the Ganjingzi District Procuratorate on October 17. Prosecutor Zhuang Ning of the latter agency indicted her soon after and moved her case to the Ganjingzi District Court.

The Ganjingzi District Procuratorate and Ganjingzi District Court are designated to handle Falun Gong cases in the greater Dalian area.

Mr. Wu applied to represent his mother as a family defender. While his application was approved by prosecutor Zhuang on October 22, judge Liu Lina repeatedly demanded to see proof to show his relationship to Ms. Fang, even after he had submitted his ID and household registration book. He had to go to the civil affairs service center and the local police station three times to get the paperwork that Liu asked for. Even the service center staff were confused about what should be provided. It’s not clear if Mr. Wu’s application was ever approved.

Judge Liu held a hearing of Ms. Fang’s case on December 23, 2025. Details about the hearing aren’t available at the time of writing.

Past Persecution

Ms. Fang took up Falun Gong in 1998. After the Chinese Communist Party ordered the persecution in 1999, she has been repeatedly targeted for upholding her faith, serving two labor camp terms and a prison term, totaling nearly 9 years.

Ms. Fang went to Beijing to appeal for the right to practice Falun Gong in late October 1999 and was arrested. Her husband didn’t allow her to return home or see their son after she was released from the Dalian City Detention Center. He also stopped all financial support to her. She rented a small apartment and found a job to support herself. While her husband allowed her to go home later on, he still divorced her years later to avoid being implicated in the persecution.

First Labor Camp Term of Three Years

Ms. Fang was arrested again in January 2000 for putting up Falun Gong posters. She was first held at the Dalian City Detention Center and later taken to the Masanjia Forced Labor Camp to serve a three-year term. Because she refused to renounce Falun Gong, she was subjected to various torture methods. She was only allowed two restroom breaks every day; she was once held in solitary confinement for 13 days; and she was restrained in a metal chair for days on end and her pants stuck to her festering buttocks. Her term was later extended by three months.

Second Labor Camp Term of One and a Half Years

Ms. Fang was arrested another time on April 3, 2010, after being reported for talking to people about Falun Gong at a bus station. As she didn’t cooperate when the police took photos of her, they beat her, shocked her face with electric batons and injected her with unknown drugs.

When taking her to the Dalian City Detention Center on April 25, the police dragged her by her hair. Her clothes, pants, and shoes were torn. She held a hunger strike to protest and was force-fed. Once the inmates inserted the feeding tube into her trachea and the tube was covered with blood when they pulled it out. Without giving her a break, they reinserted the tube to continue the force-feeding. She was suffocated and taken to the hospital for resuscitation.

Ms. Fang was admitted to the Masanjia Forced Labor Camp on April 26, 2010, to serve a 1.5-year term. She was forced to do intensive hard labor without pay. She was released on October 2, 2011.

First Prison Sentence of Four Years

Ms. Fang’s next arrest was on June 28, 2016, by Hongqi Police Station officers. She was first held at the Dalian City Detention Center and then transferred to the Dalian Detention Center. She appeared in the Ganjingzi District Court on March 15 and April 12, 2017, before being sentenced to four years. She appealed with the Dalian City Intermediate Court, which ruled to uphold her original verdict. She was admitted to the Liaoning Province Women’s Prison on September 2, 2017. She endured brutal torture and was released on June 27, 2020.
