(Minghui.org) Following the passage of the “Falun Gong and Victims of Forced Organ Harvesting Protection Act” (S.4009) by the US Senate on September 28, 2026, elected officials in Canada and others well versed in China affairs have expressed support for this legislation. These include Canadian Members of Parliament, a Taiwanese diplomat, and experts on China affairs. They view S.4009 as setting an important precedent that will encourage other nations to strengthen their own legislation and enforcement against the Chinese Communist Party’s (CCP) human rights abuses.
Co-Chair of Parliamentary Friends of Falun Gong: Example for Many Countries
Judy Sgro, Co-Chair of Parliamentary Friends of Falun Gong and long time Liberal MP, stated that the Act is “another tool to be able to stand up for democracy” and “I hope it will be very successful and [an] example for many countries.”
She said that Canada has already publicly expressed its opposition regarding the issue of the CCP’s forced organ harvesting of prisoners of conscience, and that it is crucial to raise awareness of these matters and ensure that Canadians are informed about what is taking place. She further noted that individuals should have the freedom to practice their faith, regardless of what that faith may be. MP Sgro added, “This is a democratic value that we all respect.”
Conservative MP Michael Cooper also expressed his support: “It’s absolutely important to address very serious human rights abuses that are being committed by Beijing against Falun Gong practitioners. Here in Canada a number of MPs have brought attention to this issue. It’s a step in the right direction. It’s an important one.”
Taiwan has enacted the “Human Organ Transplantation Act” to regulate organ donation and transplantation. It requires that the source of organs be reported in cases of transplants performed abroad, in order to prevent illegal organ trafficking.

Tseng Hou-jen, representative of the Taiwan Economic and Cultural Representative Office in Canada, said that the US Senate’s expression of concern about the persecution of Falun Gong practitioners through legislation is both a support for Falun Gong and a direct condemnation of the CCP’s forced organ harvesting. He expressed hope that news of the bill’s passage will spread widely and play a significant role in the international human rights protection.
Canada Needs to Follow the US Legislation
In an interview with The Epoch Times, independent investigative journalist Sam Cooper stated that the Falun Gong Protection Act represents a significant legislative milestone for the United States. He believes the US is currently playing a vital leadership role in opposing the CCP’s transnational repression and human rights abuses within China and he hopes that President Trump will sign this bill.

On December 14, 2022, the Canadian House of Commons unanimously passed Bill S-223 to combat illegal human organ harvesting and trafficking. The bill prohibits Canadians from participating in the illegal overseas organ trade and denies entry to individuals involved in the forced harvesting of organs.
Dean Baxendale, President of Optimum Publishing International (Minghui.org)
Dean Baxendale, President of Optimum Publishing International, commented that the passage of the bill “is a great milestone piece of legislation in the United States.” He also hopes that Canada will pass similar legislation to protect the rights of the Falun Gong and other diaspora communities.
He believes that the United States is leading the way and the rest of the world will take notice and hopefully implement similar legislation.
Passing the Bill Is Only the First Step, the Implementation Is the Key
YouTube current affairs commentator Gongzi Shen said that the Act reflects the importance the United States places on human rights issues. Even as the US and China maintain extensive trade relations, the US Congress has not ceased its focus on human rights in China.

Shen noted that the issue of forced organ harvesting in China has long been a subject of international concern. The victims include not only Falun Gong practitioners but also the Uyghurs. Questions regarding the volume of organ transplants, patient wait times, and the sources of the organs have also drawn significant attention from the outside world.
He believes that the passage of this legislation by the United States serves as a global model, sending a clear signal to the rest of the world. Shen said that other nations should follow suit by enacting similar laws to strengthen oversight and checks regarding human rights issues. He said if persecution is left unchecked, it will escalate.
According to Shen, the passage of the act is the first step. The true key lies in its subsequent implementation. If effectively enforced, S.4009 could serve as a substantive deterrent against the human rights abuses committed by the CCP. Conversely, if it remains unenforced, the law will be rendered meaningless.
Therefore, the next phase of the effort is to ensure that the administrative leg carries out the provisions of the act.
